To achieve efficient selection of a terminal of a target subjected to MIMO transmission in MU-MIMO.SOLUTION: The base station includes: a transmission circuit which wirelessly transmits signals for a plurality of terminals with a plurality of antennas executing space division multiplex for the signal; a control circuit for selecting some of the plurality of terminals for a terminal candidate for allocating signal reception opportunities on the basis of the information showing at least either one of communication states between the plurality of antennas and the plurality of terminals and states of propagation paths.SELECTED DRAWING: Figure 1
