To provide an axle number detection device which hardly erroneously detects an axle number of a grounded tire, a toll connection system, an axle number detection method, and a program.SOLUTION: An axle number detection device comprises: a sound information acquisition unit which acquires sound information; and an axle number identification unit which identifies, as an axle number, the number of times of detection of a noise sound detected by a sound collection sensor from a projected or recessed road surface band extending in a width direction of a lane on the basis of the sound information.SELECTED DRAWING: Figure 6
