To provide a method of manufacturing a water-based coating liquid containing a polymer having a (substituted) pyrrole ring in the molecule, and a method of manufacturing an anti-static polyester film coated with the coating liquid and having a low surface resistivity even in a low humidity atmosphere.

There is provided a method of manufacturing an anti-static polyester film which has an anti-static thin film formed by applying a water- based coating liquid containing a polymer having a pyrrole ring and/or a substituted pyrrole ring in the molecule onto at least one side of a polyester film, wherein the anti-static thin film is formed by applying the water-based coating liquid onto the polyester film before completion of crystalline orientation, followed by drying and a drawing orientation treatment of the film, the thickness of the anti-static thin layer being 0.01-1 μm, the surface resistivity of the coated surface as measured at a relative humidity of 30%RH being 1×104-1×1013Ω/(square).
