To provide a wound protective agent, capable of facilitating manufacture, lowering the cost and presenting convenience for use, preventing adhesion to the skin tissue, and continuing the sterilizing effect for long time, and a manufacturing method therefor.

A pad part 25 is provided with a water-contained gel layer 16 in which a sterilizing disinfectant is dissolved. The water-contained gel layer 16 is held by a gel support 18, and the gel support 18 is held by a pressure sensitive support material 12. The water-contained gel layer 16 contains chemical such as ethyl alcohol or water soluble sterilizing disinfectant. The water- contained gel layer 16 is composed of water soluble high polymer material such as high polymer polysaccharide dissolved by heating or solidified by cooling.
