A server having an allocation right analyzes an allocation request received from a client, and confirms whether setting information including a communication address has been already allocated to the client based on allocation request-included information unique to the client. If the setting information has not allocated yet; unallocated information obtained from a setting information correspondence table is allocated to the client, the allocated setting information is transmitted to the client, and the sole allocation right owned by the server system and used for executing the allocation processing is transferred to the other server.
