To provide a means for processing soil contaminated with heavy metals to an immobilized compound which does not stably emit the heavy metals for a long period of time in spite of contact with a solution exhibiting a pH of 4 to 9 which acidic rain may bring by treating the soil on site of ordinary temperature.
The immobilizing material (S) is composed of a powdery one-pack composite composition (PS) prepared by homogeneously mixing active silica (SS) having a silanol group, reactive alumina (SA), sodium hydroxide (SN), and calcia composition (SC), and further mixing a powder addition assisting composition (ST). The soil is treated in an immobilization treatment step in which reacting/curing conditions are applied to the mixture prepared by intimately mixing the immobilizing material (S) with a device for adding water to the contaminated soil.
