To provide an efficient radio base station that prevents a processing delay due to the attachment of a time stamp.
This radio base station is provided with a plurality of transmission buffers 16 for storing the packets to be transmitted, an arrival interval measuring part 11 for measuring a packet arrival interval, a determining part 12 for determining largeness/smallness between the packet arrival interval measured by the arrival interval measuring part 11 and a prescribed threshold, a storing part 17 for storing the time when a subsequent packet arrives as the data arrival time about a transmission buffer for storing the packet when the determining part 12 determines that the arrival interval is larger than the prescribed threshold, and a scheduling processing part 14 for performing preferential control of packet transmission on the basis of the data arrival time about the respective transmission buffers 16 stored in the storing part 17.
