When a sleeper (11) as a user of a hotel (20) sleeps in a bed (22) and pneumatic pressure enclosed in an air mat (41) varies depending on the heartbeat of the sleeper (11), a microphone (42) outputs a variation in the pressure of air filled in the air mat (41). An information leading-out section (51) leads out the depth of the sleep on the basis of a detection signal of the microphone (42). A sleeping quality discrimination section (62) discriminates that the sleeping condition is good if the length of a deep NON-REM sleep is longer than a fixed time. On the other hand, the quality discrimination section (62) discriminates that the sleeping condition is poor when the length of the deep NON-REM sleep is shorter than the fixed time. If the quality discrimination section (62) discriminates that the sleeping condition is poor, a refunding section (63) leads out a refundable amount of the accommodation charges of the hotel (20).
