When a motor current Im is not less than a threshold Iref and the variation dI of the motor current Im is not less than a threshold dIref(S132 and S134), the larger the motor current Im is (S138), the smaller the torque upper limit value Tmax is set, so that the torque to be outputted to a driving shaft form a motor is limited to be not more than the set torque upper limit value Tmax1. Since the decision is made, based on the motor current Im and the variation dI, wrong decision can be detected, as compared with the case of deciding it by only the motor current Im. Moreover, since smaller the torque upper limit value Tmax1 is set, the larger the motor current Im becomes, it can prevent excessive current from being applied to the motor, with higher certainty.
