When portable terminal equipment 2 is connected to a communication interface 201, the membership ID of a distributed non-contact IC tag 1 is read by a reader 202. Then, the portable terminal equipment 2 is controlled by a control part 204 through a communication interface 201 to transmit an electronic mail in which the membership ID is described to a server 5. At the time of receiving the electronic mail from the portable terminal equipment 2, the server 5 carries out registration from the mail address assigned to the portable terminal equipment 2 and the membership ID described in the electronic mail.
