To provide a text creating device for displaying predicted candidate characters according to an input operation, and for selecting and inputting a character from among them at the time of creating an e-mail by a cell phone or the like.

At the time of receiving an input character from an input part 1, a control part 2 calls the information of a word just before an input word and the previous words from a buffer 8 of a storage part 3. Then, when any word whose input is predicted the next from the word just before the input word and the previous words is present in an Al database 6, an input predicting part 5 calls those words. Also, a conversion database 7 is retrieved and called by using the input character. Then, the input predicting part 5 returns a word matched with them among the obtained words to the control part 2, and the control part 2 displays those words at a candidate window 22 of a display 13, and make a user to select and input his or her desired word.
