PROBLEM TO BE SOLVED: To solve the problem of a conventional time slot allocating method such as a difficulty in the allocation of a time slot to each request even when there are plural transmission band non-guaranteed allocation requests. SOLUTION: An incoming transmission data are assigned for every plural frames on the basis of each data amount, and an outgoing transmission data are assigned in order for every frame.
