To provide a video signal transmission system which attains a high-quality video signal transmission using an IP network.
A transmitting side terminal device 6 or 8 which outputs a video signal to be transmitted, comprises a packetizing section 23 for packetizing the video signal, a repair information adding function section 24 for adding repair information for forward error correction, and a packet shaping function section 25 for distributing packet signals forwards or backwards on a time base in an averaged manner. A transmitting side router 7 comprises a discarding prohibition information adding function section 26 for adding to a packet of the video signal information for prohibiting packet discarding. A receiving side router 7 comprises a packet discarding control function section 27 for suppressing packet discarding processing of the video signal added with the information for prohibiting packet discarding. A receiving side terminal device 12 comprises a forward error correction function section 28 for repairing and restoring the packet of the video signal, and a clock recovery function section 29 for performing jitter correction on the video signal to which packet shaping processing is applied.
