To provide a presence management server for achieving call control corresponding to the state of users without troubling caller users and called users.
The presence management server 1 for managing the state of the users and capable of communicating with a plurality of terminals possessed by the users respectively is provided with: a presence information storage section 112 for storing presence information wherein a user ID, an area ID, and staying time information are associated one another; a call control setting condition information storage section 111 for storing call control setting condition information for the terminals corresponding to the presence information; and a call control discrimination section 121 that acquires the presence information from the presence information storage section 112, and informs a call control apparatus for controlling the call control of the terminal possessed by the user included in the presence information about the corresponding call control setting condition information when the presence information satisfies an area identifier and the staying time stipulated by the call control setting condition information.
