This method of the present invention is provided with a record data reading part 2, a conversion part 6, a record editing part 9, a figure editing part 10, the first sediment disaster dangerous site identification code preparing part 15, a maximum value registering part 17, the second sediment disaster dangerous site identification code preparing part 19, a new drawing preparation detecting part 21, a sediment disaster dangerous site identification code imparting part 22, an output part 24, a record preparation determining part 26, a GIS part 28 and the like, generates unique serial numbers over the whole country in each sediment disaster dangerous site data (dangerous area and its record) generated in every local prefecture, to be allocated to the dangerous site and its record. The serial numbers comprise a data set number (one digit) + an office number (5 digits) + a graphical classification code (5 digits) + a stream number (5 digits) or the like, when prepared with respect to the stream number.
