To provide a train operation management device provided with a means for realizing correspondence to emergency operation by automatic control and operating a group of trains smoothly even when on-site equipment at a station causes failure.
This train operation management device is composed of equipment condition management DB 11 of on-site equipment such as a signal 5 at a station, a track circuit 7, a railroad switch 8, etc., a signal condition management DB 12, a timetable information DB 13 of a train 40 running at the station, and a computation processing means 10 for outputting control instruction to the on-site equipment by information of these DBs and outputting running instruction to a train. The equipment condition management DB 11 is provided with a failure condition column storing a failure condition of the on-site equipment. The signal condition management DB 12 is provided with a substitute for hand signal permission column storing whether a substitute signal 6 for hand signal accompanying with the signal 5 is substituted or not. The computation processing means 10 computes control instruction for the on-site equipment and running instruction for the train 40 based on usable on-site equipment and information of the substitute signal 6 for hand signal when a non-usable condition by accidental failure/scheduled replacement of the on-site equipment at the station occurs.
