To provide a communication system using a network-based IP mobility protocol, a controller, a router, and a communication method thereof configured such that the band of the last one hop which is the narrowest band is efficiently used for communication with a mobile terminal of Mobile IPv6 and even after a hand-over, communication is enabled with route optimization.
A Mobile IP proxy processing unit 14 of an MAG a2 performs Mobile IP proxy processing when receiving a packet addressed to a NetLMN-MN 1 from an MIP-MN 5 or a packet addressed to the MIP-NM 5 from the NetLMM-MN 1. Further, the NetLMN-MN 1 hands over from an MAG a2 to an MAG b3, an LMA 4 transmits a BC transfer instruction to the MAG a2, which transmits information on BC to the MAG b3.
