PROBLEM TO BE SOLVED: To keep highly packed properties in a low temperature surrounding by formulating an aggregate, a dried powder of a (meth)acrylate-based high molecular compound having a specified repeating unit and average molecular weight, and a formaldehyde condensate of a triazine derivative, with a cement in a specific amount. SOLUTION: This powdery or granular cement-base grout composition comprises a cement, an aggregate, 0.05-0.5 pt.wt. dried powder of a (meth) acrylate-based water-soluble high molecular compound having constituent units represented by formulas I and II (R1, R2 and R3 are each H or methyl; R4 is a 1-3C alkyl; M1 is H, an alkali metal, an alkaline earth metal, ammonium or an organic amine; Y is CH2O or COO; (n) is an integer of 20-109) and 4,000-50,000 number average molecular weight based on 100 pts.wt. cement, and 0.05-1.5 pts.wt. formaldehyde condensate of a triazine derivative. The separation of materials and the shrinkage of volume are not caused even in a low temperature environment because the composition has a powdery or granular shape.
