In this advanced sewage treatment by a step flowing-in type multistage nitrification denitrification method of dividing into non-oxygen tanks 2, 4 and aerobic tanks 3, 5, an amount of a part of initial settling sludge drawn out of an initial settling basin 1 of a sewage treatment plant to be charged to the non-oxygen tanks is controlled. That is, a predetermined ratio of total organic matter to total nitrogen, which indicates a reaction situation, is set as a target value, and an amount of charge of the initial settling sludge is controlled so that the ratio of the total organic matter to the total nitrogen based on actual measurement values becomes the target value.
