To provide a chip-based mixture inducing a novel functional material using a large amount of woody chip and coal ash to make the best use of characteristics of the woody chip and the coal ash.
The chip-based mixture comprises powder comprising cement and non-self-hardening coal ash, water and the woody chip and the amount of the non-self-hardening coal ash to the total amount of powder is controlled 20-60 wt%, the the ratio of water to the powder in paste comprising the powder and water is set so that a flow value of the paste becomes 150-300 mm and the amount of the paste to be added is controlled to 0.25-0.6 as the ratio to the amount of the woody chip by volume. In the case of self-hardening coal ash, the amount of the self-hardening coal ash to the total amount of powder is controlled 20-100 wt%, the ratio of water to the powder in paste comprising the powder and water is set so that a flow value of the paste becomes 150-270 mm and the amount of the paste to be added is controlled to 0.25-0.6 as the ratio to the amount of the woody chip by volume.
