To enable a charging system, which charges a charging-destination telephone number transmitted from a telephone set at the origination time, for the speech communication, to limit the charging to the charging-destination telephone number as indicated by the user.
In a user management database (DB) 406, charging-destination telephone numbers and use stop flags indicating whether charging to the charging-destination telephone numbers is stopped are registered for each user. A user can freely change the contents of the use stop flag by using a home page that a service management system 402 provides. A user who uses a telephone set at a visiting place etc., transmits the charging-destination telephone number to the service management system 402 when making a telephone call. When the charging-destination telephone number is transmitted, the service management system 402 refers to the user management DB 406 to refer to the use stop flag registered so as to correspond to the charging-destination telephone number. When the flag indicates a use stop, the charging to the charging-destination telephone number is limited.
