A transmission terminal 6 includes a buffer 62 for storing encode data, a receiving part 68 for receiving loss information from a receiving device 3, a retransmission data generation part 64 for reading encode data shown by loss information from the buffer 62 and generating retransmission data, a determining part 69 for adjusting target rate so that encode rate increases resulting from raised target rate or resulting from lowered target rate by calculating encode rate from retransmission data amount, an addition data generating part 65 for generating addition data and a transmission part 67 for transmitting encode data, retransmission data and addition data at the target rate. Consequently, the encode rate and the target rate have values in accordance with change of congestion or the like in the communication network 4, thus realizing transmission of data with high quality.
