This data transmission controller is provided with: a communication destination list storing part for storing a communication destination list matched to a communication destination list stored by a communication terminal; a transmission condition storing part for storing conditions to which data to be transmitted to a user should be adapted in data to the user of the communication terminal; a communication destination list filter part for selecting data in which a transmission source matches to communication destinations included in the communication destination list stored by the communication destination list storing part in the data to the user; a condition filter part for selecting data adapting to the conditions stored by the transmission condition storing part in the data to the user in which the transmission source does not match to the communication destination list stored by the communication destination list storing part; and an outputting part for outputting the data selected by the communication destination list filter part and the data selected by the condition filter part as data to be transmitted to the user.
