To enable a user to set the password of an IC card by himself/herself and to prevent disclosure of the user's personal information including use history of the IC card.
This system issues an IC card by recording key information of an issuing organization in the card. The IC card issuing organization issues an IC card having first key information and specific information. The IC card is equipped with a means for generating first key information based on specific information, a means for recording the first key information and the specific information in a specified area of the IC card, and a first DB to store actual information for specifying a user with whom the IC card is provided by relating to the specific information of the IC card. The user's system has a means for inputting the user's password, a means for generating second key information based on the input password and the specific information recorded in the specified area of the IC card, a means for generating an open key certificate specific to the user based on the second key information, and a means for writing the open key certificate and the password in a memory of the IC card.
