To provide a quality measurement system, a transmitter, a receiver, a quality measuring method and a program, capable of measuring communication quality with a few test packets and measuring one way communication quality even though times of a transmitter and a receiver do not synchronize with each other completely in a network including a radio section.
The quality measurement system for measuring communication quality of a communication network having a radio section where a packet is divided into radio frames and transmitted is provided with: a transmitter 1 having a packet generating part for generating test packets with different sizes and a transmitting part for mixing and transmitting the test packets with different sizes to a receiver 2 to which packets are transmitted via the radio section; and the receiver 2 having a receiving part for receiving the test packets transmitted from the transmitter 1 and recording the received data, and a quality measuring part for measuring communication quality on the basis of the received data of each different size of the test packets.
