An ECU 7 performs fuel injection control by a PFI 21 injecting fuel to an intake passage 5 of an internal combustion engine 1-1 and a DI 22 injecting fuel to a combustion chamber A of the internal combustion engine 1-1. The ECU 7 performs starting time cylinder injection control for supplying the fuel to the internal combustion engine 1-1 by injection through only the DI 22 in a compression stroke of the internal combustion engine 1-1 upon starting the operation of the internal combustion engine 1-1, and after the starting time cylinder injection control, the ECU 7 performs divided injection control for supplying the fuel to the internal combustion engine 1-1 by injection through the PFI 21 in an intake stroke of the internal combustion engine 1-1 and injection through the DI 22 in the compression stroke.
