To provide solubilizer having superior solubilizing property to a plurality of types of fragrances and having a little selectivity of the fragrance.

This solubilizer includes nonionic surfactant expressed by a general formula (1), alkylene oxide addition product of fat having hydroxyl group, and anionic surfactant. R1O-[(C2H4O)p×(A1O)q]-(C2H4O)r-(A2O)s-H (1) In the general formula, R1is alkyl group or alkenyl group with carbon number of 8-25, acyloxi-alkyl group or acyl aminoalkyl group having axil group with carbon number of 8-24 and alkyl group having carbon number of 1-6, or arylalkyl group with carbon number of 8-24; A1and A2are alkylene group with carbon number of 3 or 4; (p) and (r) are integers of 0 or more whose average is 0-100; (q) is an integer of 0 or more whose average is 1-10; (s) is an integer of 0 or more whose average is 0-10; and [(C2H4O)p×(A1O)q] indicates random addition or block addition.
