To mass produce solid electrolyte films of fixed quality and of high proton conductivity.
A dope 24 containing a precursor of solid electrolyte is prepared, and this is casted in a casting band 94 to run from a casting die. A casting membrane 61 is peeled off from the casting band 94 as a precursor film 65. The precursor film 65 is immersed into a first liquid 300, which is an acid solution and proton substituted. By the proton substitution, the precursor film 65 becomes a hydrogen-substituted film 68. The hydrogen-substituted film 68 is delivered to a second liquid 301, in which an organic acid is contained and is guided between an electrode 120 and an electrode 121 in the second liquid 301. A voltage is applied between both the electrodes. Thereafter, the hydrogen substituted film 68 is water-washed and dried in a drying room 85.
