A data transmitting and receiving method in which a master device (101) and a plurality of slave devices (102,103,501,502) are provided, and the plurality of slave devices (102,103,501,502) are connected to a common medium (105) and perform communication with the master device (101), wherein a slave device (104,503), which desires to enter a communication system, transmits an association request message as a message for requesting to allow an entrance to the master device (101) in a period during which the slave device (104,503) performs transmission and the master device (101) performs reception, wherein the master device (101) allows the slave device (104,503) to enter a data transmission and reception network (105), and performs scheduling relating to a period for a target of medium access control in which the master device (101) can perform scheduling of a polling period for requesting a period for transmitting user data to the master device (101) from the slave device (104,503) and a user data transmission period for transmitting the user data to the master device (101) from the slave device (104,503) thereby notifying the slave device (104,503), which is allowed to enter, of a result of the scheduling, wherein the slave device (104,503) waits for the polling period in the period for the target of medium access control in accordance with the scheduling, transmits a message for requesting the user data transmission period to the master device (101), and then transmits the user data in the user data transmission period that is scheduled by the master device (101) as a result of the polling operation, wherein the master device (101) can change allocation of the polling period in the period for the target of medium access control, and wherein a communication between the master device (101) and the slave device (104,503) is performed using a periodic frame including both a period during which there is a possibility that a data transmitted from the slave device (104,503) competes and a period during which an occupancy for each slave is recognized, the association request message of the slave device (104,503) for requesting to allow the entrance is transmitted in the period during which there is the possibility of competition, and the requesting of the period for transmitting the user data is not performed in the period during which there is the possibility of competition, but performed in the period during which the occupancy is recognized.
