To provide a communication device, an information processing system, an information processing method, and a computer program that allow the accuracy of state determination of a power storage element or a power supply related device to be maintained while taking an arithmetic load and a communication load into consideration.SOLUTION: A communication device includes: a first communication unit that is connected to a power storage element or a power supply related device and communicates with the power storage element or power supply related device; an acquisition unit that acquires information including a state of the power storage element or power supply related device on the basis of a set timing; a change reception unit that receives a timing change and changes the timing; and a transmission unit that transmits information acquired by the acquisition unit at the timing after change to a first device by a second communication unit communicatively connected to the first device.SELECTED DRAWING: Figure 2
