PROBLEM TO BE SOLVED: To provide a mobile communication device capable of achieving real-time and reliability of information passing, and also to provide an operation control system.SOLUTION: An operation control system is constructed by a mobile communication device 11 loaded on a vehicle 20, and a management server installed in an office or the like. The mobile communication device 11 includes: an information input part 30 into which information is inputted; a storage part 41 for storing information inputted into the information input part 30; a communication part 50 capable of transmitting the information stored in the storage part 41 using an UDP communication in at least a first band and a second band different from the first band in a frequency band; and a control part 40 which selects the better band in a communication state out of the first band and the second band and transmits the latest information stored in the storage part 41 to the communication part 50.SELECTED DRAWING: Figure 2
