PURPOSE: To facilitate a remote and an automatic operation for adjusting a cutter to improve the accuracy of cutter adjustment by providing a device to detect a contacting state between an upper and a lower cutter through applying voltage between an upper cutter shaft system and a lower cutter shaft system, and a vertical and longitudinal control-moving mechanism for the upper cutter to the lower cutter.

CONSTITUTION: A device 15 which electrically insulates an upper and a lower cutter shaft system composed of a cutter shafts 13, 14. bearings and driving sections 7, 8, 9 and apply voltage between the upper and the lower cutter shaft system to detect a contacting state between an upper and a lower cutter 2, 3 is provided to control the axial and vertical movement of the upper and the lower cutter 2, 3 by an electric signal. The turning off of electric current in the case where the cutters separate mutually after their contacting is thereby detected to stop the cutters near a position where a clearance between the cutters is zero, and the device 15 therefore dispenses with the special setting up of a reference point for controlling the cutters. Thus, the quantity of clearance and overlapping between the cutters can be accurately adjusted by simply moving either of the upper and the lower cutter.
