To shorten the time from starting under low temperature environment to the start of normal operation without increasing power consumption of a secondary battery and to keep acceleration performance equal to that before mounting an air cylinder without increasing the output of the fuel cell.
The time requested by normal operation is shortened by switching over compressed air of the air cylinder 17 to the secondary side of an air compressor 3 at low temperature starting and supplying regenerative electric power in driving the air compressor 3 as an expansion device and electric power of a power auxiliary device 18 to a heater. By supplying the compressed air of the air cylinder 17 to the primary side of the air compressor 3 in heavy load running, compression work load requested to the air compressor 3 is reduced to reduce a load, and the maximum output performance requested to a fuel cell 1 is restrained.
