PURPOSE: To suppress percutaneous absorption or percutaneous sebaceous glands of an ultraviolet absorbing agent, prevent bad influence on skin and obtain anti-suntan cosmetic having high safety by polymerizing the ultraviolet absorbing agent.

CONSTITUTION: In a fluoroethylene in which hydrogen of ethylene is replaced with fluorine, one or more fluorine is substituted with a group having an ultraviolet absorbing property. Then, one or more of the resultant ultraviolet absorbing groupcontaining fluoroethylene is polymerized with fluoroethylene to afford a fluororesin having a group having ultraviolet absorbing property in the molecule. This fluororesin is mixed with other cosmetic raw materials as similarly as ordinal powder raw material to provide the objective anti-suntan cosmetic. Thereby, the anti-suntan cosmetic improved in physical properties including water resistance, resistance to sebaceous matter, etc., of ultraviolet absorbing agent and having good makeup retaining property can be obtained.
