A candidate list generation part generates a candidate list in which a plurality of reference block candidates are adjacent to an encoding target block spatially and temporally. A prediction mode determination part 109 can select a first prediction mode generating a prediction signal for the encoding target block by using a first motion vector detected by searching the prediction signal for the encoding target block in a reference image and a second prediction mode generating it by using a motion information of the reference block selected in the candidate list. A motion information encoding part 110 encodes information for identifying a differential vector between a first motion vector and a second motion vector included in the motion information of the reference block selected from the candidate list and a reference image of the first motion vector in the first prediction mode, and information for identifying the motion information of the reference block selected from the candidate list in the second prediction mode.
