To detect the data rate of received data with high efficiency.
In addition to comparison with a threshold D1, S-value is compared with such a threshold D2 that, when the S-value is lower than the threshold D1, a data rate containing the S-value can be taken as the true data rate of the received data. Therefore, a data rate Ri having an S-value smaller than the threshold D2 can be determined as the true data rate of the received data.
