Abstract:
PURPOSE: To easily encode and decode video signals by providing a means which regionalizes preceding frames into one or more regions, a means which shows each motion, a means which constitutes an intermediate predicted frame, and a means which specifies the present frame. CONSTITUTION: Preceding frames stored in a frame memory are inputted to a regionalizing block 20 for regionalization. The displacement estimator 30 in each region estimates the displacement vectors between regions of the present frame and preceding frames. The displacement vectors are given to a predicting block 40 and an entropy encoder through a line L134 and the regional information specified by means of the block 20 is inputted to the block 40 and specifies an intermediate predicted frame. The intermediate predicted frame from the block 40 and displacement vectors from the estimator 30 of each region are inputted to a post-processing block 50 and the motion vector for each picture element contained in a region superposed upon a vacant region is specified. A predicted present frame is obtained when retrieval is performed based on the motion vectors.
