To provide an apparatus for producing short fiber-shaped rubber pieces which can produce hijiki-(small alga-) like chips positively besides conventional by products to respond to the requirements from civil engineering and building, improve a production ratio remarkably, and attempt not only the stabilization of quality and supply but also the effective recycling of punctureless tires which has been difficult.

A tire rotating mechanism 7 which pivots the central hole part of a tire and rotates the tire continuously, a cutter which is cylindrical, has sawtooth-shaped cutting blades almost in the whole area of the peripheral surface, rotates continuously around the axis in parallel with the tire rotating mechanism, cuts the peripheral surface of the tire by the cutting blades, and produces short fiber-shaped rubber pieces, a feed mechanism 8 which moves in the direction to contact/separate the tire with/from the cutting blades on the peripheral surface of the cutter relatively, and a water spraying means 10 for spraying water to the contact parts of the tire and the cutting blades are provided.
