PROBLEM TO BE SOLVED: To enough treat an original water with high load by an apparatus wherein a cathode on which a biocatalyst is immobilized is formed of a fabric carbon fiber and the biocatalyst is immobilized on both faces of the fabric carbon fiber. SOLUTION: A cathode 9 made of a carbon cloth being a fabric carbon fiber is set in such a way that its starting end is fixed in the neighborhood of a corner part of a treating tank 2 through a fixing member 10a and it is extended approximately in parallel to the side face of one side toward another side face of the treating tank 2 therefrom to make it reach a supporting bar 8 in the neighborhood of another side face and it is folded by being wound around the supporting bar 8. This is successively repeated to make a zigzag condition and the terminal end is fixed on another corner part of the treating tank 2 through a fixing member 10b. In addition, a biocatalyst used in a reaction forming nitrogen and water from hydrogen and nitrogen as nitrate as a catalyst is immobilized on both front and back faces of the cathode 9 made of the carbon cloth. After the biocatalyst is immobilized on the cathode 9 like this, sludge is discharged from the treating tank 2.
