To appropriately confirm a road surface state.SOLUTION: An arithmetic unit 14 includes: a vehicle behavior information acquisition section 40 for acquiring vehicle behavior information indicating a behavior of a vehicle traveling on a road surface and vehicle position information when the vehicle behavior information has been detected, detected for each predetermined time; a road surface state information acquisition section 42 for acquiring road surface state information indicating a road surface state and road surface position information when the road surface state information has been detected, detected for each predetermined time; a correction road surface information generation section 44 for generating correction road surface state information indicating the road surface state at a position where the vehicle behavior information has been detected based on the vehicle position information, the road surface position information, and the road surface state information; and an association information generation section 46 for generating association information obtained by associating the correction road surface state information with the vehicle behavior information.SELECTED DRAWING: Figure 3
