To allocate workers able to repair at a desired date and time of a customer as workers in charge within a range where no load is imposed upon the workers.
The charge allocation apparatus acquires a zip code corresponding to the customer's telephone number from a customer master table and acquires a high order region corresponding to the zip code from a high order region master table. Then, from among the workers in charge of the acquired high order region, workers who are able to work at the desired date and time of the customer are extracted. When no worker is available at the desired date and time in the high order region where the customer belongs, a low order region corresponding to the customer's zip code is acquired from a low order region master table and a low order region adjacent to the acquired low order region is acquired from an adjacent region master table. The charge allocation apparatus extracts workers available at the desired date and time from among the workers in charge of the adjacent low order region and, out of the extracted workers, workers the number of whose planned work per day has not reach the number of available work are selected as workers in charge.
