PURPOSE: To completely decide all the assignment even to small forwarding.
CONSTITUTION: This device has a job data base 11 storing the job of running data having information on a starting time, a finishing time, a starting bus stop and a finishing bus stop, a resource data base 12 storing the resource of working data, a bus stop data base 17 storing bus stop data having information on whether a rest is possible or not and a working regulation data base 16 storing a minimum rest hour/minute as working regulation data. Besides, the device is provided with a forwarding data base 18 to store information such as a forwarding starting/finishing bus stops and hours/minutes required for forwarding between them and a resource assignment processing part 14 generating two forwardings if assignment is possible by generating a forwading from the finishing bus stop of early running to another bus stop where a rest is possible and generating a forwarding from another bus stop to a starting bus stop of late running after staying for not less than the minimum rest hours/ minutes at another bus stop at the time of assigning two runnings which are continuous in terms of time by connecting them into one work.
