From key-distributing server 101 to a mobile phone 102, at least a key-generating data is distributed (701). The mobile phone 102 with a noncontact IC chip 305 is held over with a noncontact IC electric lock, an electric lock controller 104 notifies an optional temporary data to the mobile phone 102 while generating(702) a key data by encryption processing based on a predetermined algorithm from the temporary data and the key-generating data stored in advance. The mobile phone 102 receiving the notice of the temporary data also generates (703) a key data by encryption processing based on the predetermined algorithm from the temporary data and the key-generating data distributed in advance. Then, if the key data generated by the electric lock controller 104 is determined to be coincided with the key data generated by the mobile phone 102, the electric lock is released (704).
