PURPOSE: To automatically issue a card and to register a seal impression or the like by driving a card writer and an embos processor at the time of inputting prescribed data, automatically issuing a card, converting the seal impression into an image signal, and writing the image signal in the card.

CONSTITUTION: When a card issue instruction is generated, a customer inputs necessary data and his seal impression while observing an input guide display. When deposit processing is required, a teller machine is driven and whether communication with a host computer is to be executed or not is decided. When the host computer is operating, host communication is executed, and in case of the unoperating state, the communication is not executed. In case of communicating with the host computer, the host computer executes the procedure of account opening and card issue processing. When communication with the host is not executed, the device body executes the account opening and card issuing processing. Then, the previously inputted data are written in the card by the card writer 18. Then, embos processing is executed by the embos processor 19.
