When a coin processing part 4 or a paper money processing part 5 breaks down while a user purchases a ticket, and becomes incapable of paying change, a central control part 1 instructs a ticket issue processing/card reading part H1 to issue an unpaid money certificate for proving an unpaid sum, and the ticket issue processing/card reading part H1 issues the unpaid money certificate. When the user gives the unpaid money certificate to a staff member, the change is returned to the user. Otherwise, the data of the unpaid sum are recorded as magnetic information in the unpaid money certificate, and when the unpaid money certificate is input to the card input/output port of another normally operating automatic ticket issuing machine, the change is returned.
