The station 20 automatically detects the occurrence of a congested state of the machine 10 or an entire network, including the machine 10 by analyzing a signal from the machine 10, or automatically detects the occurrence of a congested state of a radio section which is caused by callings from the terminals 50 by comparing the threshold of traffic of a radio section in advance with measured traffic of the radio section, and caries out a regulation which rejects connection to the terminals 50, based on these detected results.
