PURPOSE: To execute a running cutting a a high speed by a motor of a small capacity by providing a drum having a band plate cutting edge so that it can move forward and backward against a winding reel.

CONSTITUTION: When a band plate coil on a winding reel 6 has approached a prescribed quantity, a carousel 4 is turned, and positions of the winding reel 6 and 7 are replaced. A band plate S contacts to the reel 7 and runs, and rotates at the same peripheral velocity as a running speed of the band plate S. On the other hand, a drum 9 which has been waiting at another position approaches the reel 7, and rotates at the same speed by a friction against a band pate surface. At the time point when a band plate cutting edge incorporated in the reel 7 and a band plate cutting edge 8 of the drum 9 have reached a cutting position, the edge 8 incorporated in the drum 9 is projected, and the band plate S is shorn between said edge and the cutting edge of the reel 7. The preceding band plate S1 which has been cut is wound to the reel 6 continuously and winding is completed, and the following band plate S2 is wound to the reel 7 newly.
