The base station comprises a solar panel 14 for converting natural energy into a power, a power source apparatus 15 which has a storage battery for storing electric energy generated from the panel and which switches so as to output any power source voltage of the panel 14 and the battery, detects the generating state of the panel 14 and the remaining capacity of the battery and informs the detection information, and a transmission output controller 18 which switches the output of the power source apparatus based on the generating state of the generator received from the apparatus 15 and the detection information of the remaining capacity of the battery to the panel 14 side or to the battery side, and controls to reduce a power consumption in response to a traffic state when the output of the panel 14 is a threshold value or less.
