To provide a binder for an elastic pavement capable of obtaining a pavement having satisfactory resistance to a rut at a high temperature, being not broken easily, and having excellent durability, and to provide an elastic paving material using it.

This binder for the elastic pavement contains asphalt, an ethylene vinyl acetate copolymer (EVA) having a weight average molecular weight of 50,000 to 100,000, and wax. Preferably, a Vicat softening point of EVA according to JIS K7206 is in a scope of 40°C or higher and 120°C or lower, and a melt mass flow rate of EVA according to JIS K7210 is in a scope of 1 to 100g/10 min. In this elastic paving material containing a binder, an aggregate, a rubber chip and/or rubber powder, the binder for the elastic pavement is used as the binder.
