To provide a binder for elastic paving and capable of acquiring satisfactory paving and excellent in construction performance and resistance to wheel track formation, and provide an elastic paving material using the same.

The binder for elastic paving contains asphalt, an ethylene-vinyl acetate copolymer, and wax. It is preferable that the blending quantity of the wax is between 10-20 wt.%, that the softening point of the wax is between 80-160°C, and that the penetration of the wax is 20 or less at 25°C. It is further preferable that the binder for elastic paving contains a silane coupling agent.
